PSYPACT vs a full state license: when psychologists need both
Short answer: Which states participate in PSYPACT changes as states join. The live member list is on the PSYPACT commission site at psypact.gov. A psychologist licensed in a member state can provide telepsychology into other member states, plus limited temporary in-person services. For clients outside the compact, or for an ongoing in-person office elsewhere, you still need a full state license.
PSYPACT is an interstate compact for psychologists. It is not the same as holding a full license in every state where you see clients.
What does PSYPACT cover?
- Telepsychology into other member states, under an authorization to practice interjurisdictional telepsychology
- Temporary in-person practice in a member state for a limited number of days per year, under a temporary authorization
Your home state must be a member, and you must meet the compact's requirements.
What does PSYPACT not cover?
- Practice in states that are not members
- Long-term in-person practice in another state
- Services outside the compact's scope
How does PSYPACT compare to a full state license?
| Factor | PSYPACT | Full state license |
|---|---|---|
| Scope | Telepsychology and limited temporary in-person | Full practice in that state |
| Cost and time | Compact application and fees | Board application and fees |
| Best for | Telehealth across member states | Ongoing in-person practice or non-member states |
| Maintenance | Maintain home license and compact credentials | Maintain each license |
When do you need both PSYPACT and a full license?
- You want to see clients in a non-member state
- You plan an in-person office in another state
- You exceed the temporary practice limit
How should you decide which path to use?
- List states where your clients live.
- Mark which are PSYPACT members on the commission's current list.
- Use PSYPACT for member states and plan full licenses for the rest.
- Review membership regularly, since states join over time.
For therapists and counselors who are not psychologists, start with the multi-state licensing guide for therapists. Psychiatric NPs follow a different path described in PMHNP multi-state practice.
